Does ChatGPT recommend local businesses? How it decides
ChatGPT doesn't rank businesses. It runs a search, reads a few pages, and writes down what it found.
It searches; it doesn't remember
When ChatGPT is asked “best plumber in Denver”, it is not recalling a business it was trained on. Through the API this product calls (OpenAI's Responses API with web search switched on), the model issues one or more live searches, reads what comes back, and writes an answer grounded in those pages — the same is true of Gemini with Google Search grounding and Perplexity's Agent API. The businesses named are the ones the search results actually supported, and each is usually paired with the source the model read it from.
That means the training cutoff of the underlying model matters far less than what a live search turns up today. A business that opened last month and has one local news writeup and a Google Business Profile can already be named; a business with a ten-year-old site nobody links to may not be.
Why the same question gets different answers
Ask twice and you can get two different lists. Search results vary run to run, the model can phrase or order things differently, and which pages it chooses to read is not fully deterministic. That's why a single free scan is a snapshot, not a verdict, and why paid tracking on this product asks ChatGPT multiple times per question per week and reports a mention rate — mentions divided by samples — instead of treating one answer as the truth.
It also means a business that is named this week and not the next hasn't necessarily done anything differently. The underlying facts (what's written about it, where) usually move slower than the day-to-day variance in any one answer.
Citations are the actual mechanism
Because the model is reading search results, the practical question is not “does ChatGPT like my business” but “does any page ChatGPT's search would surface for this query mention my business”. That's a directory listing, a review site, local press, a partner's site — anything already established enough to show up in the search the model runs. A business with no citations anywhere is invisible to this mechanism regardless of how good its own website is.
This is also why the fix with the least AI-specific mystery to it — get listed somewhere real, get mentioned somewhere real — is usually the highest-leverage one. It's the same work that has always helped with ordinary search visibility; it now also feeds a different kind of reader.
